What is the difference between Ads Manager and Facebook Business Manager?
The difference between Ads and Business Manager is that the former is used only for creating and managing ads. When setting up Facebook Business Manager, you can integrate ad campaigns with internal aspects and external partners.
Creating a Business Manager allows you to:
- launch, track, and analyze advertising campaigns;
- manage all pages and ad accounts;
- grant access to business partners or professional marketing agencies.
Facebook Business Manager allows you to separate management of your personal profile from your work profile. Personal and work accounts will successfully exist separately from each other.
This tool is necessary for you if:
- you have a marketing department;
- you have several FB and IG resources;
- you have established cooperation with suppliers but want to retain ownership rights to all advertising assets;
- you have a company growth plan;
- you want to ensure maximum security and control over your advertising campaign.
Facebook Business Manager is a platform for managing multiple Ads Manager accounts at once, as they are its elements.
Through Facebook Ads Manager you can:
create advertising campaigns considering settings such as marketing objectives, target audience, ad format, etc.;
manage ads and edit settings (for example, audience, budget, placements);
evaluate the effectiveness of an advertising campaign.
How to create a Business Manager in Facebook?
If you do not yet have an account, or do not remember how to create a new Business Manager, follow these steps for registration:
- Go to business.facebook.com.
- Click on the “Create Account” button.
- Enter the name of your company/organization. Make sure to provide accurate information in case verification is needed!
- Enter your name and email address.
- In the search field, select the main page that will be used to create Facebook Business Manager.
- Add your Facebook Ads account to BM using the search field.
Done! The account has been created.
How to add a user in Facebook Business Manager
If you need to grant access to all resources in Business Manager, for example, to your project contractor, we will provide instructions on how to do this in two ways:
- Via partner link/Business ID (Add Partner) – for agencies or other companies that have their own Business Manager.
- Via email (Add People) – for specific employees, freelancers or individuals who do not have their own Business Manager, or when individual access needs to be granted.
Method 1: Opening access via a partner (Add a Partner)
This option is used if you want to grant access to your assets to another Business Manager (for example, an agency). For this, you need the partner’s Business ID — a unique identifier of their Business Manager.
Steps:
- Go to your Business Manager
Go tobusiness.facebook.comand select the required business account. - Open “Business Settings”
Click the gear icon in the bottom left corner (or go tobusiness.facebook.com/settings). - Go to the “Partners” section
In the left sidebar menu, find the “Partners” item. - Click the “Add” button
Select Give a partner access to your assets. - Enter the partner’s Business ID
Ask your partner (agency, etc.) to provide their Business ID. This is a numeric identifier they can find in the Business Info section (Business Settings → Business Info).
Enter this ID in the appropriate field. - Select assets and set access level
Specify which Pages, Ad Accounts, Pixels, etc. you want to grant partner access to.
Assign the required roles (admin, advertiser, analyst, etc.). - Confirm
Click Save or Confirm.
After that, the partner will receive a notification and will be able to manage the specified assets with the level of access you assigned.
Important:
- The partner who is granted access will see the assets in their Business Manager.
- If you need to revoke access, go back to “Partners” and remove or edit permissions.
Method 2: Granting access via email (Add People)
This option is convenient if you want to add a specific person (for example, an employee, freelancer, consultant) who may not have their own Business Manager. Instead of a Business ID, you use an email address here.
Steps:
- Go to your Business Manager

- In the left sidebar menu, find the “Users” block → “People”.
- Click “Add”
- A pop-up window will appear for entering an email address.
- Enter the email address of the person you want to grant access to
- You can enter several email addresses at once, separated by commas or spaces.
- Select a role (Employee access or Admin access)
- Employee access – usually the most common option; it gives limited rights, and you can further fine-tune access to specific assets.
- Admin access – full access to all assets in Business Manager, including the ability to add or remove people. Assign with caution!
- Assign assets and permission levels
- After selecting a role, click Next – a window will open where you can immediately specify which Pages, Ad Accounts, Pixels, etc., the person will have access to and with what level (page admin, advertiser, editor, analyst, etc.).
- Select the required assets with checkmarks and save.
- Send invitation
- Click Invite. The user will receive an email from Facebook with an invitation.
- The person must accept the invitation to gain access.
Important:
- Until the user accepts the invitation, they will appear in your BM’s “People” list with the status Invited.
- If the person did not receive the email, check that the email address is correct and advise them to look in their “Spam” or “Junk” folders.
Additional tips for working with access
- Assign permissions wisely: do not grant the “Administrator” role unless absolutely necessary. Most tasks can be performed with the “Employee” level and specific access to certain assets.
- Regularly review who has been granted which permissions: if an employee leaves or a project with a freelancer is completed, revoke or change their access.
- For agencies, it is more convenient to use Method 1 (Add a Partner), as they usually also have their own Business Manager.
- For individual specialists or new employees who do not have a BM, use Method 2 (Add People).
- Different assets – different access levels: for Pages, Ad Accounts, and Pixels you can separately assign permissions such as view, manage, create ads, etc.
- Assigning partners and people is done in the Business Settings section → “Partners” or “People”.
